Mulheres negras com deficiência na educação superior: o processo de inserção e permanência na UFSM
Abstract
O presente trabalho busca compreender os movimentos históricos relacionados a
gênero, racismo, desigualdade e deficiência, bem como analisar documentos
normativos referentes aos Direitos de Pessoas com Deficiência previstos na
Constituição Federal de 1988 e demais legislações sobre o tema, em especial, as
normativas desenvolvidas pela Universidade Federal de Santa Maria (UFSM) para
inclusão e permanência de mulheres negras com deficiência. Para desenvolvimento
da pesquisa, utilizou a como método de pesquisa qualitativa de Creswell e descritivo,
tendo como procedimento a análise de documentos normativos e a técnica de
pesquisa bibliográfica, onde foi realizada uma revisão de literatura. Nesse sentindo,
destacaram-se a Resolução nº 002/2018 e a Resolução nº 064/2021 aprovadas pela
UFSM. Assim, percebe-se que no que se refere à Resolução nº 002/2018, que
regulamentou o Programa de Ações Afirmativas de Inclusão Racial e Social, é de
relevância, visto que implementa ações em conjunto com diferentes setores da
instituição, com a finalidade de garantir e fornecer condições de acesso e
permanência para estudantes, advindos de grupos sociais que foram marcados
historicamente pela segregação e marginalização na sociedade brasileira, o que inclui
as mulheres negras com deficiência. Por outro lado, no que diz respeito à Resolução
nº 064/2021, que implementou a Política de Igualdade de Gênero, nota-se a ausência
de questões direcionadas especificamente às mulheres negras com deficiência. Assim
sendo, afirma-se que ambas resoluções possuem tamanha riqueza para garantia e
fornecimento de acesso e permanência dos estudantes. No entanto, a Resolução nº
064/2021 necessita ter um olhar mais atento e cuidadoso para a interseccionalidade
entre as categorias de: gênero, raça e condição, para que, de fato, consiga atender e
considerar todas necessidades específicas apresentadas pela diversidade cultural,
viabilizando então, a efetivação de uma universidade cada vez mais inclusiva.
