Sob a gestão paternalista: relações de classe e condições de vida no caso da Company Town de Minas do Camaquã em Caçapava do Sul/rs
Abstract
Paternalismo envolve vínculos de proximidade, benfeitoria, auxílio ou ajuda que se
desenvolvem entre sujeitos em posições desiguais. Tratando-se de grandes empresas, muitas
delas fixam a força de trabalho próximo ao espaço laboral construindo vilas e complexos
habitacionais que na literatura técnica se convencionou chamar de modelo company town.
Minas do Camaquã, no interior do Estado do Rio Grande do Sul é um bom exemplo, pois
durante anos, tanto o complexo de vilas, quanto a mineração de cobre eram administrados
pela Companhia Brasileira do Cobre (CBC), tendo constituído um espaço de vínculos
assistencialistas em meio à um modelo de assentamento intensamente hierarquizado. Dito
isto, o presente estudo de caso tratou de investigar e compreender, por meio de pesquisa
documental e entrevistas, em que medida as formas que assumiram as relações de classe que
se desenvolveram nas Minas do Camaquã entre 1942 e 1996 são frutos da gestão paternalista
da company town, capaz de conter os conflitos do trabalho mesmo em contextos de intensas
hierarquias e desigualdades. Objetiva-se também explorar as marcas deixadas pela gestão
paternalista da CBC, tanto no espaço quanto nas percepções dos moradores de Minas do
Camaquã. A partir das experiências relatadas, foi possível identificar, a partir da segunda fase
da CBC, a influência de um “circuito paternalista” baseado na dependência, garantido por
concessões e deferências que, junto a outros elementos de coesão e controle, contiveram
conflitos de classe até a criação do sindicato dos trabalhadores da Companhia.
