dc.description.abstract | This resulting monograph Specialization in Educational Management, held at the Federal University of Santa Maria (UFSM), aimed to recognize the limits and possibilities on the principle of participation of the school community and its interrelationships with democratic processes. Therefore, it was decided to conduct a literature search from documents in which he purposes discuss public policies between interrelations, education management and school community participation perspective; check the main theoretical and legal elements on community involvement in the school context. Also, a survey was conducted of the state of knowledge to recognize the scientific productions of Education of UFSM Magazine, the National Association of Post - Graduate Studies and Research in Education - ANPED and the National Education Congress - EDUCERE, which has been discussed about the limits and possibilities related to community participation in school. It was concluded that community participation in the school environment is the primary means to ensure the establishment of a democratic school and that democratic management requires participatory and collaborative planning, dialogue and [co] responsibility of all segments of the school community. The proposal of democratic management education requires the achievement of mechanisms that aims to promote the building of democratic practices and experiences within the school, including the existence and proactivity of School Boards, building and shared achieving school PPP, the direct election of directors and collegiate processes of school financial autonomy. | eng |

dc.description.resumo | Esta monografia resultante do Curso de Especialização em Gestão Educacional, realizado na Universidade Federal de Santa Maria (UFSM), objetivou reconhecer os limites e as possibilidades acerca do princípio de participação da comunidade escolar e suas inter-relações com processos democráticos. Para tanto, optou-se por realizar uma pesquisa bibliográfica com análise documental em que se propôs discutir as inter-relações entre políticas públicas, gestão educacional e escolar na perspectiva de participação da comunidade; verificar os principais elementos teóricos e legais acerca da participação da comunidade no contexto escolar. Também, foi realizada uma pesquisa do estado do conhecimento para reconhecer nas produções científicas da Revista Educação da UFSM, da Associação Nacional de Pós – Graduação e Pesquisa em Educação - ANPED e do Congresso Nacional de Educação - EDUCERE, o que vem sendo discutido acerca dos limites e as possibilidades relacionadas à participação da comunidade na escola. Concluiu-se que a participação da comunidade no ambiente escolar é o principal meio para assegurar a constituição de uma escola democrática e que a gestão democrática exige planejamento participativo e colaborativo, diálogo e [co]responsabilidade de todos os segmentos da comunidade escolar. A proposta da gestão democrática da educação requer a consecução de mecanismos que tem por objetivo favorecer a construção de práticas e vivências democráticas no âmbito da escola, entre eles a existência e proatividade de Conselhos Escolares, a construção e consecução compartilhada de PPP da escola, a eleição direta de diretores e processos colegiados de autonomia financeira escolar. | por |
