Linha de cuidado à pessoa com lesão encefálica adquirida: a percepção dos gestores da rede de atenção à saúde
Abstract
O objetivo deste estudo foi identificar a rede e a assistência ao usuário com Lesão Encefálica Adquirida, na perspectiva da Linha de Cuidado, sob o ponto de vista de gestores de serviços de saúde. Trata-se de uma pesquisa exploratória e analítico-descritiva, com abordagem qualitativa, realizada com 13 gestores dos serviços que integram a rede de saúde de Santa Maria, um município de médio porte da região central do estado do Rio Grande do Sul. A coleta de dados deu-se por meio de uma entrevista semiestruturada, com questões relativas ao Itinerário Terapêutico, à Linha de Cuidado, ao Fluxo Assistencial Local e o Ideal, as pactuações de fluxos e as dificuldades de acesso ao cuidadopelo usuário com Lesão Encefálica Adquirida. Analisaram-se os dados pela técnica de análise de conteúdo de cunho temático. Os achados deste estudo foram: o desconhecimento dos gestores sobre conceitos de saúde pública, a falta de percepção da rede de assistência, não havendo pactuação de fluxos para garantia do cuidado integral às pessoas com Lesão Encefálica Adquirida. Foram identificados ainda o desconhecimento do que é garantido a estes usuários e uma grande falha nos serviços de atenção secundária, sendo apontadas diversas dificuldades de acesso a reabilitação. Conclui-se que a rede do município encontra-se desarticulada e com diversas fragilidades, tornando-se conveniente a criação e a implantação de um fluxo ordenado ao usuário com Lesão Encefálica Adquirida.
