Lei de acesso: documento, informação e o usuário. Análise e as formas de uso dos sítios de quatro prefeituras no estado do Rio Grande do Sul
Abstract
O trabalho visa verificar como os municípios da região sul do estado estão disponibilizando aos cidadãos informações em seus sítios eletrônicos, de acordo com a lei 12.527/2011 (LAI) e os vinte critérios estabelecidos pelo TCE. Entende-se que a Lei de Acesso a Informação (Lei 12.527, de 18 de novembro de 2011), é um instrumento legal que contribui na transparência das informações da gestão pública municipal, estadual e federal. Dessa forma como objetivo geral pretende-se determinar como os sítios das prefeituras de Rio Grande, Pelotas, São Lourenço e Jaguarão estão se adaptando a Lei de Acesso à Informação (12.527/2011). E os objetivos específicos são relacionados de maneira a analisar se os sítios de prefeituras da região sul estão de acordo com os critérios estabelecidos pelo TCE/RS, verificar como os sítios das prefeituras da zona sul do Rio Grande do Sul estão adaptadas a LAI e identificar as formas de acesso aos sítios e ícones das prefeituras do sul do Estado, observar quais apresentam clareza e objetividade. Toda metodologia foi uma analise no campo da pesquisa descritiva, tal analise nos sítios das prefeituras procuraram averiguar se os sítios dos municípios estão de acordo com as normas estabelecidas pelo TCE/RS. A pesquisa se limitou as quatro cidades do Estado do RS como forma de fortalecendo a concretização desse trabalho. Os resultados deixaram claras as informações permitindo saber que o exigido por lei, a pesquisa foi satisfatória, visto que a verificação dos dados pautados pelo TCE de relevância a LAI nos sítios das prefeituras analisadas cumprem seus critérios.
