Clientelismo, coronelismo e relações de poder na primeira república (1889-1900): Santa Maria como palco de disputas políticas e jogos de interesses entre os chefes republicanos
Abstract
Este trabalho tem por objetivo compreender as relações entre poder local e poder estadual, envolvendo os Coronéis republicanos de Santa Maria e o governo do Partido Republicano Rio-Grandense, sob a Presidência de Júlio de Castilhos, nos primeiros anos da República (1889-1900), reconstituindo conflitos que se davam nos bastidores do PRR local. Como referencial teórico utilizou-se os preceitos da Nova História Política, que abrange conceitos como cultura política, relações de poder, mentalidades políticas, dentre outros. As fontes encontradas durante a pesquisa são constituídas basicamente pelos jornais republicanos “A Federação” e “O Combatente”, localizados respectivamente no Arquivo Histórico de Santa Maria (AHSM) e na Casa de Memórias Edmundo Cardoso (SM), e pelas cartas enviadas pelos chefes republicanos de Santa Maria a Júlio de Castilhos, pertencentes ao Fundo Acervo Júlio de Castilhos no Arquivo Histórico do Rio Grande do Sul (AHRS). Através da análise de conteúdo (AC) dos jornais e das cartas, pela divisão dos textos em categorias temáticas, foi possível reconstruir conflitos que envolviam grupos rivais no interior do PRR local desde os primeiros momentos da República, em que os Coronéis republicanos disputavam a atenção de Júlio de Castilhos para a resolução de suas pendengas, numa relação de poder marcada por clientelismo e trocas de favores.
