Comunicação governamental: as estratégias do discurso político dispostas no site do Palácio do Planalto referente à PEC 241/55

Abstract

Being one of the slopes of the Public Communication, the Government Communication acts in the communicative action between the government and the society, accounting, monitoring the public opinion and articulating strategic speeches to reach the objectives communicational. In this context, this work has as theme the strategic government communication and it is limited to analyze the news transmitted by a site regarding of Constitutional Amendment (PEC). It was chosen as study object the news of site of the Planalto do Palácio regarding PEC 241/55 2016, maid and promulgated in Michel Temer government. The corpus of the research is composed by 34 news transmitted in the site of the Planalto do Palácio among the months of September to December of 2016. Is it looked for to answer the following subject: which are the strategies of the political speech worked in the news of the site of the Planalto do Palácio about PEC 241/55? The general objective refers to analyze the strategies of the political speech disposed in the site of the Planalto do Palácio regarding PEC 241/55, while the specific ones: 1) to map the news on PEC 241/55 in the site of the Planalto do Palácio according to pre-established criteria; 2) to identify the strategies found in the period of Michel Temer entrance in the presidency to the promulgation of the Constitutional Amendment and 3) to propose a reflection concerning the concept of Government Communication and of the professional's of Public Relationships paper in the construction of those strategies. The analysis method used was the Analysis of Content (BARDIN, 2011; FONSECA JR, 2005 and HERSCOVITZ 2005). As a result of the research it was possible to observe a great concern on the part of the government in explaining the Constitutional Amendment to the population, as well as in convincing her concerning the benefits that the same would always bring stressing that important areas as health and education would not be prejudiced, but that on the contrary, they would start to be privileged with the new Proposal. To do so, he made use of strategies as words of promise, enunciation and justification.
