Segurança alimentar e nutricional: perspectivas políticas e metodológicas no âmbito da administração municipal de São Leopoldo/RS

Abstract

This work has as major point to analyze the Food and Nutritional Security (SAN) in the field of municipal public management, more specifically in the city of São Leopoldo. It’s intended from this work to approach the thematic of SAN and from it’s historical presupposition, in which way it establishes in the actual political agenda of the Brazilian state and, finally, which actions are being performed by the municipal administration of São Leopoldo to insure the human right to an adequate alimentation. Through the bibliographic research it is evident that the public politics of SAN are recent on the agenda of the Brazilian state. Beyond this fact, in the field search it’s noticed that the municipal management of São Leopoldo has moved forward in the executation of SAN’s politics, implemented the Unic Register of Social Programs and also encouraged the creation of the Municipal Council of Food and Nutritional Security. Never the less are evident some limitations in the attendance and evaluation of the Projects and Programs. This limitation is comprised as a cultural limitation of public politics, but one should bear in mind that despite the limitations of the theme Food Security is present in municipal management of São Leopoldo.
