A importância do licenciamento ambiental para o desenvolvimento dos municípios

Abstract

Environmental licensing is in one of the instruments of the National Environmental Policy and, through licensing, the Government has a mechanism that leads the productive enterprises to consider the risks that your installation can bring to the environment. It also allows the compatibility of economic and social development with preserving the quality of environment and ecological balance, benefiting society and realizing sustainable development. Licensing is carried out through administrative procedures, where the competent environmental agency licenses the location, installation, expansion and operation of projects and activities that use environmental resources. Thus, municipalities that apply to local environmental management have highlighted the licensing, as the instrument to monitor all polluting activities. Given the above, the aim of this literature study is to discuss the evolution of environmental management, specifically the environmental licensing, pointing prospects for improvement, especially the decentralization of environmental management, in order to stimulate the role of citizens in decision-making involving the theme.
