Abstract

The study deals with the performance of the Municipal Council for Rural Development of Cachoeira do Sul, regarding actions aimed at the primary sector in the municipality, considering its agricultural and pastoral economic vocation. The increased demand for solving social problems points to an environment where, in order to govern with legitimacy, it must be accompanied by the capacity for dialogue and interaction with participatory spaces. In this sense, the problem presented is the role of the collegiate body, in view of municipal public policies, analyzing its participation in the choice of strategies for the development of the primary sector in the municipality. The general objective of the study is to analyze its performance based on the analysis of its minutes from 2015 to 2019. To respond to the proposal, the research is designed as exploratory with the use of a literature review and document analysis of the current regulations regarding the council and the standards of budgetary and programmatic nature in force in the city in the time frame of the research. The case study delimited the unit, collected the necessary data, performed the selection, analysis and interpretation of these data and prepared the report. Based on the results, it can be concluded that the collegiate dealt with various matters pertaining to the primary sector, the municipal rural development plan was not applicable, as it was not included in the multiannual plan following its approval. It was also verified that the total budgets of the municipality are overestimated and that the agriculture and interior secretariats have a budget execution far below the planned one. Thus, roles of political and social actors can be improved so that there is greater interaction and effectiveness of the council. Political agents need to correctly plan the budget and implement programmatic norms so that the idea of rural development is compatible with current thinking. It is important for councilors to monitor the entire process involving the implementation of a public policy, from the discussion to the reality in the lives of its recipients. In addition to reciprocity, they must have a complementary character, where each one acts within the limits provided for in the Federal Constitution of 1988.
