Avaliação da educação superior: do PAIUB ao SINAES (1994-2004)
Abstract
Por meio desse artigo faz-se uma abordagem dos sistemas, critérios e instrumentos
utilizados no Brasil para avaliação da educação superior ao longo de dez anos
(1994-2004), buscando dessa forma, compreender, em que medida a avaliação da
educação está atrelada à transformação dos rumos da universidade, ou seja, da
melhoria da qualidade das atividades por ela desenvolvidas. Como metodologia,
recorreu-se, principalmente aos programas de avaliação institucional das
universidades brasileiras disponibilizados pelas Comissões do Ministério da
Educação. Nesses documentos encontra-se, de forma detalhada, o PAIUB, o ENC
(Provão) e o SINAES. O PAIUB refere-se ao Programa de Avaliação Institucional
das Universidade Brasileiras, o qual vigorou no período de 1994 a 1996, tendo sido
substituído pelo Exame Nacional de Cursos (ENC-Provão) o qual vigorou como
instrumento de avaliação no período de 1996 a 2003, quando foi então substituído, a
partir de 2004, pelo Sistema Nacional de Avaliação Superior (SINAES). Concluindo,
espera-se que o SINAES corresponda às expectativas da comunidade,
principalmente a universitária, já que envolve todas as instituições de educação
superior, cursos e estudantes do país numa avaliação que abarca múltiplos
instrumentos. Portanto, é um processo sistemático de identificação de mérito e valor
com condições de mapear a real situação da educação superior no Brasil,
apontando possíveis distorções a serem corrigidas para que dessa forma, se chegue
a uma educação superior de qualidade.
