dc.description.abstract | Understanding the objective of the council, its formation, regulatory legislation, and mainly, how and who can join this space are some of the questions raised. The Study is guided by bibliographic and documentary research, including laws, reports and historical fragments of events by feminist groups. The development of the work leads to a discussion, based on an old agenda of local feminist movements, the need for a change in the current legislation that guides COMDIM, aiming to make this important public policy and instance of social control a democratic, secular, plural and representative, capable of acting in tune with local reality. From this perspective, the importance of the debate around a change in the law is understood, meeting various demands invoked in democratic spaces. Unfortunately, even though several women's groups have collaborated in meetings, studies and two public hearings, which resulted in the approval of a proposal to amend the Law, the proposal remains without the approval of the Municipal Executive. The struggle and indignation of the women of Santa Maria continues and through articulations between collectives and other sectors of society aims to pressure the Executive to sanction the change presented. The following work is the result of reflections and concerns that began with my involvement in groups and collectives of women in Santa Maria/RS. Such concerns are accentuated with my entry into the Specialization course in Gender Studies at UFSM, when I access several thought-provoking knowledge, content and authors. One subject in particular attracted greater attention, the public policies for women existing in Santa Maria and their efficiency, more precisely the Municipal Council for Women's Rights/COMDIM. | eng |

dc.description.resumo | Compreender o objetivo do conselho, sua formação, a legislação regulamentadora, e principalmente, como e quem pode integrar esteespaço são algumas questões levantadas. O Estudo é orientado pela pesquisa bibliográfica e documental, incluindo- se leis, relatórios e fragmentos históricos de eventos de grupos feministas. O desenvolvimento do trabalho conduza uma discussão,a partir de uma pauta antiga dos movimentos feministas locais, a necessidade de uma alteração na legislação vigente que orienta o COMDIM, visando tornar essa importante política pública e instância de controle social um espaço democrático, laico, plural e representativo, capaz de atuarem sintonia com a realidade local. Nessa perspectiva, compreende-se a importância do debate em torno de uma alteração na lei, atendendo várias demandas invocadas em espaços democráticos. Infelizmente, ainda que diversoscoletivos de mulheres tenham se articulado em reuniões, estudos e duas audiências públicas, que resultaram na provação de uma proposta de alteração à Lei, a proposta segue sem a apreciação do Executivo Municipal. A luta e indignações das mulheres de Santa Maria segue e por meio de articulações entre coletivos e os demais setores da sociedade visa pressionar o Executivo a sancionar a alteração apresentada. O trabalho a seguir é o resultado de reflexões e inquietações que se iniciam com meu envolvimento em grupos e coletivos de mulheres de Santa Maria/RS.Tais inquietações se acentuam com o ingresso no curso de Especialização em Estudos de Gênero da UFSM, quando acesso diversos saberes, conteúdos e autores instigantes. Um assunto em especial despertou maior atenção, as políticas públicas para mulheres existentes em Santa Mariae sua eficiência, mais precisamente o Conselho Municipal de Direito das Mulheres/COMDIM. | por |
