dc.description.abstract | The main objective of the work was to understand how São Paulo's fiscal policies, in particular
those related to the tax collection of ICMS and fees, influence the state's monthly industrial
production rate in the period from 2002 to 2022. The research was conducted through a time
series analysis approach, using an industrial production estimation model. Initially, a
bibliographical review was carried out to contextualize the importance of industrial production
in the context of sustainable growth in Brazil, highlighting the relationship of this dynamic
with economic policies, mainly fiscal policies. Next, the choice of São Paulo as a focus was
justified by its relevance in the national industrial GDP and its history as an industrial center,
also considering the fiscal war between the states. The São Paulo industrial production
estimation model was carried out to understand the specific influences of the ICMS and Tax
collection policy. The analysis used quantitative techniques, including graphical and
bibliographical analyzes and the application of regression models. The Granger causality test
was used to examine the temporal relationship between ICMS collection and industrial
production. The results showed growth in industrial production until 2013, followed by a
decline influenced by fiscal austerity. The graphical analysis of tax collection policy reveals an
increasing behavior, even though, based on the bibliographical analysis, there were benefits
granted to industrial sectors through credits and waivers. The regression model estimation
indicated a negative relationship between industrial production and ICMS collection, while the
relationship with Tax collection was positive, confirming the initial hypotheses. The Granger
causality test presented unexpected results, indicating that ICMS collection precedes industrial
production. This led to a more in-depth econometric analysis, considering a new econometric
model and the analysis of new variables, such as IPCA and São Paulo's Unemployment Rate.
The new economic model maintained the partial relationships between the variables. The
practical implications highlighted that São Paulo's fiscal policies, in response to the fiscal war
between states, grant tax benefits to the industrial sector. However, these policies did not result
in significant gains in industrial production, reduced inflation or increased employment.
Therefore, it is concluded that there is a need to reevaluate these policies in relation to industrial

dc.description.resumo | O trabalho teve como objetivo central compreender como as políticas fiscais de São Paulo, em
particular as relacionadas à arrecadação tributária de ICMS e taxas, influenciam a taxa de
produção industrial mensal do estado no período de 2002 a 2022. A pesquisa foi conduzida por
meio de uma abordagem de análise de séries temporais, utilizando um modelo de estimação da
produção industrial. Inicialmente, realizou-se uma revisão bibliográfica para contextualizar a
importância da produção industrial no contexto do crescimento sustentável do Brasil,
destacando a relação dessa dinâmica com as políticas econômicas, principalmente as fiscais.
Em seguida, a escolha de São Paulo como foco foi justificada pela sua relevância no PIB
industrial nacional e sua história como centro industrial, considerando ainda a guerra fiscal
entre os estados. O modelo de estimação da produção industrial de São Paulo foi realizado para
entender as influências específicas da política de arrecadação de ICMS e Taxas. A análise
utilizou técnicas quantitativas, incluindo análises gráficas, bibliográficas e a aplicação de
modelos de regressão. O teste de causalidade de Granger foi empregado para examinar a
relação temporal entre a arrecadação de ICMS e a produção industrial. Os resultados
evidenciaram o crescimento da produção industrial até 2013, seguido por uma queda
influenciada pela austeridade fiscal. A análise gráfica da política de arrecadação tributária
revela um comportamento crescente, ainda que, a partir da análise bibliográfica, houvesse
benefícios concedidos a setores industriais por meio de créditos e renúncias. A estimação do
modelo de regressão indicou uma relação negativa entre a produção industrial e a arrecadação
de ICMS, enquanto a relação com a arrecadação de Taxas foi positiva, confirmando as
hipóteses iniciais. O teste de causalidade de Granger apresentou resultados inesperados,
indicando que a arrecadação de ICMS precede a produção industrial. Isso levou a uma análise
econométrica mais aprofundada, considerando um novo modelo econométrico e a análise de
novas variáveis, como IPCA e Taxa de Desocupação de São Paulo. O novo modelo econômico
manteve as relações parciais entre as variáveis. As implicações práticas destacaram que as
políticas fiscais de São Paulo, em resposta à guerra fiscal entre os estados, concedem benefícios
fiscais ao setor industrial. Contudo, essas políticas não resultaram em ganhos significativos na
produção industrial, redução da inflação ou aumento do emprego. Por isso, conclui-se a
necessidade de reavaliação dessas políticas em relação ao desenvolvimento industrial. | por |
