Diretrizes de saúde bucal no Brasil: uma revisão bibliográfica
Abstract
A Política Nacional de Saúde Bucal de 2004 trouxe uma reestruturação do modelo de atenção em saúde bucal no Brasil. A busca pela qualificação das ações e serviços ofertados pelo Sistema Único de Saúde foi um fator importante para que a mesma se desenvolvesse. De maneira a se ter garantia de ações de promoção, prevenção e recuperação da saúde bucal, o uso de instrumentos orientadores para a organização das redes de atenção torna-se fundamental. A qualificação dos processos de trabalho e a integralidade do cuidado pode ser facilitada quando se tem diretrizes, protocolos e manuais que tragam aos profissionais e aos usuários todas as informações sobre o funcionamento da rede de saúde do seu município. Dessa forma, o objetivo desse estudo foi analisar as diretrizes de saúde bucal de alguns municípios brasileiros, verificando o conteúdo presente em cada uma delas, seus focos e sua estruturação, através de uma revisão de literatura narrativa, com seleção arbitrária dos documentos. Buscou-se em um primeiro momento por documentos das capitais brasileiras, seguido pela análise dos documentos dos demais municípios e, por fim, documentos estaduais. Ao todo, foram analisados 22 documentos. Diante das leituras, observa-se que não há uma padronização na elaboração de diretrizes municipais e estaduais e que o uso delas também não esteve relacionado com os índices de coberturas de saúde bucal. Porém, mais estudos de reflexões acerca da temática são necessários para que se incentive o desenvolvimento de documentos orientadores da rede de atenção à saúde bucal visto que os mesmos podem influenciar na satisfação de profissionais.
