Um estudo sobre os efeitos da títulação: o caso do Assentamento Macalli II
Abstract
A ocupação do planalto médio rio-grandense oferece um leque bastante diverso no que se refere ao uso da terra. Destaca-se no seio do latifúndio a disputa territorial dos camponeses sem terra, reivindicando o uso da terra para reproduzir-se socialmente. As formas de repasse do direito da exploração da terra para assentados da Reforma Agrária ocorrem através do Termo de Concessão de Uso (TCU), e posteriormente pela Titulação de Domínio, modalidades aplicadas pelo Estado. Entretanto, há uma reinvindicação dos movimentos sociais pela modalidade do Contrato de Concessão de Direito Real de Uso, com base na hipótese de que a Titulação de Domínio pode levar a uma reconcentração das terras. Neste sentido, buscou-se analisar os processos ocorridos no Assentamento Macalli II, composto por 40 famílias, avaliando esta possível concentração da terra após Titulação das famílias. As relações sociais no campo promove um conjunto de reflexões e ações que modificam o território agrário, entretanto, a conquista da terra não é garantia de permanência no campo, neste sentido, é função do Estado garantir a efetivação da reforma agrária e a não concentração da terra.
