Agenda ambiental na administração pública A3P: uma análise na Universidade Federal de Santa Maria/RS
Abstract
O Programa da Agenda Ambiental na Administração Pública - A3P desempenha um papel
estratégico na revisão dos padrões de produção e consumo, centrado na adoção de novos
referenciais de sustentabilidade e visão socioambiental. O artigo tem como objetivo central
analisar a aplicação da Agenda Ambiental na Administração Pública (A3P) e da legislação
ambiental nas atividades socioambientais praticadas pela Universidade Federal de Santa
Maria/RS. Busca-se ainda descrever aspectos relacionados à observância aos requisitos da
legislação; mensurar a aderência da Instituição em relação às ações propostas na A3P e verificar
o status da implantação das políticas socioambientais. O estudo de caso qualitativo, descritivo
e exploratório foi realizado por meio da aplicação de um roteiro estruturado composto de cinco
eixos temáticos acerca do tema estudado. A análise de resultados evidenciou que é possível
observar que a Instituição ainda se depara com algumas dificuldades em relação à aderência
integral à Agenda Ambiental Pública. Alguns aspectos indicam com clareza tais resultados,
especialmente em relação ao uso dos recursos naturais, gestão adequada dos resíduos, qualidade
de vida no ambiente de trabalho e licitações sustentáveis. No entanto, foi possível verificar
ainda que a Instituição, apesar das dificuldades observadas, se encontra alinhada à essa questão,
pois dos 52 indicadores pesquisados, somente 10 indicadores não são aderentes, permitindo
com isso, futuramente, obter a reversão dessas práticas e tornando-se uma instituição modelo
no que se refere aos princípios da 3AP.
